President Bola Ahmed Tinubu has said the Federal Government removed universities from the requirement to obtain recruitment waivers and from the Integrated Personnel and Payroll Information System (IPPIS) to strengthen autonomy and make the university system more responsive and competitive.
Tinubu stated this on Saturday at the maiden convocation ceremony of the Federal University of Health Sciences, Azare (FUHSA), Bauchi State.
The FUHSA's Visitor, President Tinubu who was represented by Tetfund Executive Secretary, Architect Sunny S T. Echono said under the new arrangement, the Federal Ministry of Education and Governing Councils of universities will now play their appropriate roles in staff recruitment, rather than seeking waivers from the Office of the Head of the Civil Service of the Federation.
"We are also reforming the way our universities operate. As part of our commitment to greater institutional efficiency and autonomy, the Federal Government has removed universities from the requirement to obtain recruitment waivers," the President said.
Tinubu said the government has also taken steps to exit universities from IPPIS to develop a payroll system that better accommodates the peculiarities of the university system.
He said the objective is to create a university system capable of attracting and retaining talent necessary to advance teaching, research, innovation and national development.
The President said his administration remains committed to creating an enabling environment for staff development, welfare and professional growth, while promoting merit, productivity and excellence, noting that lecturers, researchers and administrators are central to the success of the education system.
He urged universities to take advantage of the reforms to build a more competitive system.
At the ceremony, 50 pioneer students of FUHSA graduated from the Department of Human Nutrition and Dietetics, a milestone Tinubu described as fulfilment of the vision behind the establishment of the university after COVID-19 exposed gaps in the health sector.
