Stakeholders Endorse BASHCMA's Five-Year Roadmap for Universal Health Coverage

By Bashir Hassan

The Bauchi State Health Contributory Management Agency (BASHCMA) has unveiled its 2026–2030 Strategic Plan alongside the 2026 Customer Satisfaction Survey Report, describing the twin documents as critical tools for expanding health insurance coverage and accelerating the attainment of Universal Health Coverage (UHC) in the state.

Speaking during the dissemination ceremony in Bauchi, the Executive Secretary of BASHCMA, Alhaji Ibrahim Inuwa, said the five-year strategic plan provides a clear roadmap for the agency's vision, strategic priorities, measurable objectives and implementation framework.

According to him, the document is designed to strengthen financial sustainability, improve service quality, enhance institutional capacity and leverage digital innovation to ensure that no resident of the state is left behind in accessing quality healthcare.

Inuwa explained that the strategic plan would guide the agency's budgeting process, annual operational plans, resource mobilisation and performance monitoring. He noted that the document aligns with Governor Bala Abdulkadir Mohammed's My Bauchi Project 2.0, the Nigerian Health Sector Renewal Investment Initiative, the Sector-Wide Approach (SWAp), the Basic Health Care Provision Fund implementation framework, as well as other relevant national and state policies.

"The true measure of our success will not be the quality of this document, but the extent to which we faithfully translate its strategies into tangible improvements in the lives of our people," he said.

He stressed that achieving Universal Health Coverage requires collective action and called on development partners, healthcare providers, the organised private sector, civil society organisations, community leaders and residents of Bauchi State to partner with the agency in building an equitable and resilient health financing system capable of protecting families from catastrophic health expenditures.

In separate remarks, the Bauchi State Head of Service, Barrister Muhammad Sani Umar, and the Commissioner for Health and Social Welfare, Dr. Sani Mohammed Dambam, commended BASHCMA for producing the strategic plan, describing it as a policy guide that would strengthen the state's drive towards Universal Health Coverage.

They also praised Governor Bala Abdulkadir Mohammed for providing the leadership and enabling environment that have contributed to the agency's achievements.

Other speakers, including the Acting Chairman of the BASHCMA Governing Board, Comrade Dauda Shu'aibu, the Team Lead of SOLINA, Permanent Secretaries, Head of Agencies, and representatives of Guilds of Medical Directors Nigeria, Civil Society Organisations and Labour Unions, also lauded the initiative, while stakeholders offered constructive feedback during discussions on the two documents.
